oamdev/kube-webhook-certgen 运行 Kubernetes webhook 证书生成工具，为 Admission Webhook 创建 CA 证书并写入 TLS Secret。定位为 --rm K8s init Job，Ingress-NGINX 等 Helm Chart post-install hook 引用；非常驻 Web/API 服务。
